Your Voice Matters: Understanding LCAP and the Role of Parent Advisory Committee
An infographic detailing the SFUSD's LCAP (Local Control and Accountability Plan) and the Parent Advisory Committee (PAC). It outlines LCAP's components (Goals, Actions, Services, Money) and emphasizes parent engagement for highest-need students. It explains the PAC's role in reviewing LCAP and highlights relevant Education Code sections regarding parent inclusion for students eligible for free/reduced meals, foster youth, and those with limited English proficiency. Includes PPSSF contact information.
At Parents for Public Schools of San Francisco (PPSSF), we believe that informed and engaged parents are key to strong public schools. That's why we want to shine a light on two crucial components of our district's educational framework: the Local Control and Accountability Plan (LCAP) and the Parent Advisory Committee (PAC).
What is the LCAP?
The LCAP is more than just a document; it's a critical three-year plan outlining how the San Francisco Unified School District (SFUSD) will use its resources to achieve specific goals for all students. It focuses on:
Goals: What the district aims to accomplish.
Actions: The steps SFUSD will take to reach those goals.
Services: The programs and support provided to students.
Money: How funding is allocated to make it all happen.
Essentially, the LCAP provides an opportunity for us to SEE the "How?", "What?", and "Why?" behind the programs and services designed to meet our students' needs.
Why Parent Engagement in LCAP is Crucial
A core principle of LCAP development is ensuring robust engagement with parents and guardians, especially those of the district’s highest-need students. This includes students eligible for free or reduced-price meals, foster youth, and pupils of limited English proficiency. Their input is invaluable in shaping effective and equitable solutions.
The Role of the Parent Advisory Committee (PAC)
This is where your direct involvement can make a significant difference! The Parent Advisory Committee (PAC) is specifically tasked with reviewing and commenting on the LCAP. While the Board of Education approves PAC members, the committee itself serves as a vital channel for parent voice.
It's the Law!
Did you know that parent inclusion in advisory committees is enshrined in the Education Code?
Education Code section 52069 states: "A parent advisory committee shall include parents or legal guardians of pupils to whom one or more of the definitions in EC Section 42238.01 apply."
Education Code section 42238.01 specifies these definitions include students eligible for free or reduced-price meals, foster youth, and pupils of limited English proficiency.
This means that meeting these requirements ensures that the parents of our most vulnerable students have a seat at the table and a powerful say in the decisions affecting their children's education.
