  • Board Policy 6145.1, "Equitable Access to Attend Extracurricular and Cocurricular Activities"
    • This discussion has been carried on over several meetings about whether or not it is equitable to charge fees to students to attend arts performances at their school. Many students have spoken to the board about their concerns about the financial impact such a restriction would have on existing arts programs.
    • We did not attend this meeting. An audio recording will be posted here. A link to the audio recording will appear under the title of the meeting and the link to the agenda, hopefully within the next day or so.

Action items:

  • Legislative overview: committee members reviewed proposed legislation and decide if SFUSD will take a position or participate in advocacy with respect to any legislative proposals.  Here is a list of SFUSD's current legislative positions.
  • Board policies: the committee reviewed four proposed policies for recommendation. 
    • The first, on professional standards, deals with the official standards of conduct for SFUSD employees and would require schools to post portions of these standards relating to interactions with students and provide these standards to families at the start of each year.  Here is the policy.
    • The other three policies were related to charter schools, including the process by which SFUSD approves or denies petitions for charter schools (this policy), the process for monitoring performance of a charter school (this policy) and the requirements related to providing district facilities to a charter school (this policy).
      • Under state law, any eligible charter school, even if it was not authorized by SFUSD, may make a facilities request and SFUSD is required to provide facilities that are "contiguous, furnished, equipped, and sufficient to accommodate all the charter school's in-District students in conditions reasonably equivalent to those in which the students would be accommodated if they were attending other District schools."

The purpose of this meeting will be to discuss Resolution 183-13A1, introduced by Commissioners Mendoza and Cook on March 13, 2018. The resolution would establish and expand supports for Hawaiian and Pacific Islander students.

Budget and Business Services Committee Meeting: Wednesday, April 4, 2018 @ 6 PM, at 555 Franklin Street.

Public Comment

There is always an opportunity for public comment at school board meetings.

At regular meetings, speakers may speak to any item being voted on or may give general public comment during the time reserved for "Public Comment on General Matters." Speakers must sign up in advance, either by calling the board office at (415) 241-6493 or filling out a speaker card at the meeting and handing it to Esther Casco, the executive assistant to the board, who sits next to the podium. Speaker cards must be turned in before the agenda item being spoken to is officially "called."

At committee meetings, those wishing to speak may sign up in advance or simply approach the podium when the committee chair calls for public comment.

Members of the public are typically allowed two minutes to speak, but the time given may be shorter if there are a large number of speakers.
