The 2007 SERR Report: Community Outreach Findings and Recommendations

Thank you to all of the parents and community members who participated in the Community Outreach done by the Parent Advisory Council (PAC), the San Francisco Education Fund and the SFUSD and supported by PPS-SF. Communities throughout San Francisco were reached in various languages, through small groups. The findings and recommendations were presented at the April 21 2007 PPS-SF Annual General Meeting.

Report from the 2006 PAC Outreach Campaign

From January thru May 2006, the Parent Advisory Council (PAC) conducted a Community Outreach Campaign, emphasizing questions on Student Assignment. This outreach campaign focused on communities that are not normally heard from in education policy debates.

The Middle School Feeder Pattern policy was adopted in June 2011


With these pathways, SFUSD hopes to create continuity for academic programs, support positive school climates, and build a bridge from elementary to middle school. The middle school feeder pattern assignment policy, adopted by the Board of Education on June 14, 2011, will be phased in for five years and will be fully implemented beginning with students who start kindergarten in 2011. 

Students currently enrolled in grades 1-5 (those submitting applications to start middle school in 2012) will apply to middle school based on choice.  These applicants must submit an application and may rank any number of middle schools in order of preference.  When the number of requests for a school is greater than the number of seats available, preferences, known as tiebreakers, will be used in the following order:  1) younger siblings, 2) the middle school designated as the “feeder” school based on the student’s elementary school, and 3) students living in CTIP/Test Score Area. Beginning in spring 2017 students exiting 5th grade (those students who start kindergarten in fall 2011) will receive an initial 6th grade offer to their feeder school. List of feeder schools (pdf). Middle School Community Forums on building quality middle schools and implementing K-8 feeder patterns

During March and April 2011, Parents for Public Schools (PPS) and the Parent Advisory Council (PAC) held community forums at all middle schools and many elementary schools in targeted communities in order to give families, students, and community members a chance to learn more about the plan and share feedback.

Community Forum Agenda

The agenda at all forums was as follows:

  1. Presentation of the proposed K-8 quality middle school and feeder plan by SFUSD
  2. Welcome and presentation by the school's principal
  3. Breakout into small group discussions about the proposed plan, facilitated by PAC and PPS. (findings and recommendations from the community discussions were shared with the Board of Education in May in order to inform their decision)
  4. Reconvene to get answers to each group's priority question
